Designated Voter Registration Agencies
NVRA Designations & Compliance
The National Voter Registration Act (NVRA) requires that each state designate as voter registration agencies all offices that provide public assistance and state-funded programs for persons with disabilities (§ 20506(a)(2)).
In compliance with sections 6 and 7 of the NVRA, the State of Utah has designated the agencies listed below.
Designated Agencies
- Utah Department of Workforce Services
(SNAP, TANF, Utah Office of Rehabilitation, and UI) - Utah Department of Health and Human Services
(WIC, CHIP, DSPD, and Medicaid) - Utah Paratransit Agencies
(UTA, High Valley, CVTD, Suntran, and Moab Area Transit) - Utah Public Universities
(University of Utah, Utah State University, Weber State University, Southern Utah University, Utah Tech University, Utah Valley University, Salt Lake Community College, Snow College, Bridgerland Technical College, Davis Technical College, Dixie Technical College, Mountainland Technical College, Ogden-Weber Technical College, Southwest Technical College, Tooele Technical College, Uintah Basin Technical College)
Agency Standards
Below are specific, consistent standards for all public assistance agencies to follow.
✅ Responsibilities
Each Public Assistance Agency should:
- Provide all applicants the opportunity to register to vote when they interact with your agency online or in person.
- Assist applicants in completing voter registration application forms, unless the applicant refuses such assistance.
- Accept completed voter registration forms and mail them to the Lt. Governor’s office.
🚫 Restrictions
A Public Assistance Agency should NOT:
- Seek to influence an applicant’s political preference or party registration.
- Display any political preference or party allegiance.
- Discourage applicants from registering to vote.
- Imply that a decision to register (or not) affects services or benefits.
Voter Registration Form Guide
How to assist a voter in completing the form
The voter registration form is a two-sided document. The front requires the applicant to complete 10 separate sections, while the back contains supplemental, helpful information.
- Required Sections: All applicants must complete sections 1, 2, 3, 5, 6, 7, and 10.
- Identification: A Utah Driver License or State ID number is preferred. If the applicant does not possess either, the last four digits of their social security number are required.
- Voting Method: Ensure the applicant indicates their preferred voting method for upcoming elections in Section 7.
- Signature: The form must be signed and dated by the applicant at the bottom.
- Incomplete Forms: If you discover a form is incomplete after the applicant has left, transmit the form to our office anyway. The county clerk will contact the voter for the missing information.
Compliance & Data
Designating a Coordinator
Public assistance agencies should designate an NVRA compliance coordinator. This individual will serve as the point of contact for receiving updated voter registration forms, as well as crucial information and deadlines.
Key Responsibility: Ensure all hard copy voter registration applications are mailed within 10 days of acceptance.
*Exception: If the form is submitted within 5 days before the voter registration deadline, the application shall be mailed not later than 5 days after the date of acceptance.
