What is an Initiative?
An initiative is a petition to propose a new law and submit it to the voters or legislature for their approval or rejection. A local initiative proposes a county, municipal, or metro township law, and a statewide initiative proposes a state law.

A referendum is a petition to refer an existing law and submit it to the voters for their approval or rejection. A local referendum refers to county, municipal, or metro township laws, and a statewide referendum refers a state law.
Signature Requirements
Signature requirements vary depending on the type of petition and the specific office or jurisdiction involved. These thresholds are updated after every regular general election to account for changes in active voter registration totals across the state.

Initiative Petition Processing Timeline
February 15 was the final day signatures could be submitted. Now that signature gathering has ended, county clerks across Utah are finishing the verification process and there is a timeframe for voters to remove their signatures.
How long does processing take?
County clerks have up to 21 calendar days from the date they receive a petition packet to verify the signatures in that packet. Because packets may arrive at different times and are processed by each county, verification occurs on a rolling basis.
- For packets received on the last day, February 15th, clerks have until March 8, 2026 to complete verification.
- Names are posted on the petitions section of the vote.utah.gov website on the morning of each business day. Names will be posted the business day after the clerk verifies their signature.
Signature Removal Timeline
Signature removal requests must be received no later than 5:00 p.m. on the applicable deadline under state law. Information on how to remove your name from a petition can be found here.
- For a signer whose signature was verified before December 1: The deadline to remove your signature is 90 days after your name is posted on the website.
- For a signer whose signature was verified after December 1, 2025: The deadline for submitting a removal request is based on whichever occurs first:
- 30 calendar days after the voter signs the removal request (this also applies to removal requests that are given to another party to submit to the county clerk); or
- 45 calendar days after the Lieutenant Governor’s Office posts the signer’s name online.
Final Determination Timeline
The Lieutenant Governor is required to make a determination as to whether the initiative is “sufficient” or “insufficient” to qualify for placement on the ballot in November. The dates for that decision are as follows:
- Insufficient: At any point when there are not enough signatures for the initiative to reach the required thresholds – either in total number or in at least 26 of the 29 senate districts.
- Sufficient: On April 30, 2026.
